City picks Paris-based group to build justice center, report says

The city of Indianapolis has chosen Paris-based WMB Heartland Justice Partners as the winning bidder to develop its new justice center, WTHR-TV Channel 13 reported Friday morning.

Mayor Greg Ballard’s office has scheduled a 9:30 a.m. press conference for a formal announcement.

The project, which will cost more than $400 million, is slated to be built at the site of the former GM stamping plant west of downtown.

IBJ reported last month that the the city intends to pay no more than about $50 million a year over 35 years, or a total of $1.75 billion, for the facility. The city said it arrived at the $50 million figure to ensure the project can be funded within justice agencies’ budgets.

Mayoral spokesman Marc Lotter told WTHR that WMB came in at $46.8 million a year.

"So, as soon as we open in 2018, taxpayers will save an estimated $3.2 million a year over what we currently estimate we pay for the various facilities we have now," he said.

"The biggest part of the savings will come from consolidation. … We would have one facility to handle food preparations, laundry, medical and mental health facilities—all those things currently spread out among four-five difference locations."

WMB, an international conglomerate, was one of three finalists for the project.

WMB is led by equity members Meridiam Infrastructure Indy Justice LLC, Balfour Beatty Investments Inc. and Walsh Investors LLC with major non-equity contributions by Walsh Construction Co. II LLC, Heery International Inc., Cofely Services Inc., Skidmore Owings & Merrill LLP; and Dewberry Architects.

The other finalists were:

— Indy Justice Partners, led by equity members Fengate Capital Management Ltd., AECOM Global Fund I LP and Shiel Sexton Co. Inc., with major contributions by W.G. Yates & Sons Construction Co., Tishman Construction Corp. and Johnson Controls.

— Plenary Edgemoor Justice Partners, led by equity members Plenary Group USA Ltd. and Edgemoor Infrastructure & Real Estate LLC. Major non-equity members are Clark Construction Group LLC, F.A. Wilhelm Construction Co. Inc., HDR Architecture Inc. and CBRE.
