Jay County judges ordered to handle Dunkirk City Court matters

Following the suspension with pay of the Dunkirk City Court judge for allegedly battering the city’s police chief, the Indiana Supreme Court has temporarily transferred two Jay County judges to the court to handle matters.

Chief Justice Loretta Rush signed an order Thursday that temporarily transferred Jay Superior Judge May C. Ludy Jr. and Jay Circuit Court Judge Brian D. Hutchinson to Dunkirk City Court “to facilitate the judicial work of the court.”

The Supreme Court suspended City Court Judge Tommy D. Phillips II Sept. 30 after Phillips was charged with Level 6 felony battery against a public safety officer. That officer, Dunkirk Police Chief Dane Mumbower, says Phillips, who is Mumbower’s uncle, aggressively “charged” at him with both hands, knocking the police chief back into a wall. The two were meeting to discuss issues of conflict between the judge and police department.

The transfer order remains in place until further order from the Supreme Court.
