Gov. Mitch Daniels has appointed Jack L. Richter as Tipton City Court judge. Richter succeeds Judge Lewis Daily Harper, who
died Aug. 14. Richter's appointment is effective immediately.

Richter served in the United States Navy as a carpenter with the Seabees until 1959. He moved to Tipton in 1962 and has his
associate degree in accounting from Ivy Tech Community College. He spent 30 years working at Delco Electronics in Kokomo,
and after his retirement he worked as a part-time bailiff for Tipton Circuit Judge D.P. Nash.
