The ceremony begins at 3 p.m. in the William E. Steckler Ceremonial Courtroom, Room 202, Birch Bayh Federal Building and U.S. Courthouse, 46 E. Ohio St., Indianapolis. The ceremony is a public event, but seating is limited.
