P. Thomas Snow, a former judge in Wayne County, is resigning as chairman of the Alcohol & Tobacco Commission. Judge Snow was appointed chairman in February 2009. Before joining the ATC, he was on the bench in Wayne Superior Court 1. His last day is Nov. 19.
