Delphi killer Richard Allen transferred to Oklahoma facility

Richard Allen, the man convicted of killing two teenage girls in Delphi in 2017, has been transferred from Indiana to Oklahoma, his appeals attorney confirmed to The Indiana Lawyer. 

The Indiana Department of Correction’s Incarcerated Database shows Allen is now located in an out-of-state facility, though it does not specify where.  

His appeals attorney, Stacy Uliana, confirmed Allen is being processed in Oklahoma but did not specify which facility.  

The Lawyer submitted a public records request with the DOC for Allen’s transfer documents, but the agency denied the request, saying the documents are confidential.

The transfer form also contains information on why a prisoner is being transferred, and the DOC declined to elaborate on the reason. 

Allen, 52, was sentenced to the maximum 130 years in prison last December for the murders of 13-year-old Abigail Williams and 14-year-old Liberty German. 

Attorneys representing Allen filed an appeal of his conviction and sentence in Carroll Circuit Court in March. Uliana told The Lawyer that Allen’s transfer to Oklahoma will impede his team’s ability to consult with him during the appeals process, which she says is essential in a case of his size.
