Weber will add depth to the firm’s energy and utilities practice group, advising utilities and other entities in cases before the Indiana Utility Regulatory Commission and other state regulatory commissions, according to a news release from the firm. This includes counseling clients on general rate cases, rate adjustment proceedings, certificate of public convenience and necessity cases and other service area-related matters.
“I’m excited to be joining Barnes & Thornburg because of its strong reputation in the energy and utilities space,” Weber said in a written statement. “I’m also looking forward to working with a team that understands the rapidly evolving energy landscape and is focused on helping clients navigate the regulatory processes.”

Weber was appointed to the commission by former Indiana Gov. Mike Pence and served both Pence and former Gov. Eric Holcomb until her appointment expired in 2018.
Prior to that, Weber was a utility lawyer in private practice and previously served as a Marion County deputy prosecuting attorney.
Weber also served as a staff attorney for the Indiana Department of Education and as an administrative law judge for the regulatory commission.
After finishing her appointment with the commission, Weber worked as an executive director in the Midcontinent Independent System Operator’s regulatory compliance department. She also served as executive director of incident response for MISO.
“Barnes & Thornburg is always focused on attracting lawyers who bring real-world experience that matters to our clients,” said Brian L. Burdick, managing partner of the firm’s Indianapolis office. “Angela’s background at the IURC and across state government gives her a perspective that will be immediately valuable to the utilities and organizations we serve.”
Weber is a veteran of the U.S. Army. She received her bachelor’s degree from Indiana University Bloomington in 1996 and her law degree from the Indiana University Maurer School of Law in 2006.
