The change comes after Sen. Liz Brown of Fort Wayne objected to Indianapolis attorney Paul Mullin serving on the three-member commission because of campaign contributions he made to her Republican primary opponent.
Mullin appointed Mark Wynn as his proxy for the recount of the Senate District 15 race between Brown and challenger Darren Vogt, according to a notice from Recount Director Evan Norris.
Brown’s lawyer on Wednesday filed a petition seeking Mullin’s removal from the recount because of $2,000 in contributions to Vogt’s campaign and $91,000 he’s given since 2020 to the campaign of state Attorney General Todd Rokita, who was a major supporter of Vogt.
Wynn, an attorney who is in private practice in Madison, was the state Republican Party chair’s appointee to the Recount Commission for the 2022 and 2024 election cycles. He was replaced by Mullin in September 2025.
Wynn is a former Jefferson County chief deputy prosecutor and a past county Republican Party chair.
Brown is seeking her fourth term and faced a bitter primary against Vogt, who is a staffer to U.S. Sen. Jim Banks. Certified vote tallies for the Senate district, which is entirely in Fort Wayne’s Allen County, gave Brown a lead of 5,241 to 5,227 over Vogt in the May 5 primary.
“I commend Commissioner Mullin’s decision to step aside,” Brown said in a statement to the Capital Chronicle. “We’re pleased with the replacement and are eager to move on from the recount to a General Election victory in November.”
Republican Secretary of State Diego Morales, by state law, is the Recount Commission’s chair. Democrat Michael Claytor has been a commission member since 2016.
Mullin will remain as a Recount Commission member for reviews in two other Republican primary races for legislative nominations.
Those are the three-vote margin between Sen. Spencer Deery of West Lafayette and Fountain County Republican Chair Paula Copenhaver and the House District 57 race in suburban Indianapolis where Wes Bennett leads Greg Knott by 79 votes in a four-candidate field.
