Judge Dale Arnett began his leave of absence on April 27 and Dowling stepped in on April 28 as judge pro tempore.
Dowling previously served on the Delaware Circuit Court bench from 2012 to 2024.
The high court’s order does not specify when Arnett will return to the bench.
“This Order shall be sufficient authority for Senior Judge Dowling to continue the employment of court personnel and otherwise discharge the duties of Judge of the Randolph Superior Court until further order of this Court,” Chief Justice Loretta Rush wrote in the order.
Arnett was reelected to his sixth term on the bench in 2020.
