Hill files complaint after body found in bug-infested retirement home

The discovery last year of the cockroach-covered body of an Indianapolis retirement home resident was the impetus for an administrative complaint against the health facility administrator by Indiana Attorney General Curtis Hill.

The complaint against Cynthia Jones, of Rockville, was filed Feb. 5 with the Indiana Professional Licensing Agency. Jones is listed as the administrator of Roland’s Retirement Club, 6038 W. 25th St., Indianapolis. Before it closed Nov. 30, 2017, the facility was registered with the state as an independent living club.

The complaint charges that Jones — who was issued her HFA license Aug. 23, 1993 — had stopped showing up for work sometime in 2015 because of health issues and had allowed the owner to pay her sporadically during the three years since to allow them to use her license.

“Obviously, the facts in this case are horrendous,” said Aaron Negangard, Hill’s chief deputy. “Our job is to pursue people who have issues with their professional licenses. … Our office isn’t involved in the criminal investigation or anything else. So, with regard to our office’s involvement, she could lose her license.”

An inspection of the facility by the Indiana Department of Health on Aug. 8 and 9, 2017, found that “Room 29 had multiple bugs crawling on the bathroom counter/sink, entry rug and near the ceiling above the entry door,” according to the complaint.

The following month, a security guard called the Speedway Police Department and Emergency Medical Services after finding the resident of Room 29 (referred to in the complaint as “Resident RM”) “lying on the floor and cold to the touch.” The resident was pronounced dead Sept. 22, 2017, by the Marion County Coroner’s office.

“When Speedway Police Detective (Chris) Ristuccia arrived to conduct his investigation, he observed cockroaches coming out of Resident RM’s mouth and nose,” according to the complaint. “This was observed by other responding officers as well.”

A hearing on the complaint is scheduled for 10 a.m. March 27 at the Indiana Government Center, Room W064, 302 W. Washington St., Indianapolis.
