Indy juvenile facility gets new leader
The Indianapolis Juvenile Correctional Facility has its third new leader within a year.Frances Osburn has been promoted to superintendent, a role she’s had temporarily since previous superintendent Robert Rivenburg left in June. He’d been hired in August 2007 and left to pursue an opening with the Texas prison system.
