The U.S. District Court for the Southern District of Indiana has announced amendments concerning registration and providing account updates on PACER, among other changes.

The amendments were effective Monday, but the court is accepting comments through Dec. 4.

The first amendment is to Local Rule 5-3, which deals with eligibly, registration, passwords for e-filing and exemption from e-filing.

To register to use the electronic filing system, an attorney must now complete the process in PACER. Attorneys no longer must fill out a registration form adopted by the clerk.

Also, if information is changed or a password is compromised, attorneys must update his or her contact information in PACER within five business days of any change, notify the clerk immediately upon learning the attorney’s password for the ECF system has been compromised and immediately change their password.

Additional changes were made to Local Rule 83-5 concerning bar admission. An attorney admitted to practice by the United States Supreme Court or the highest court in any state may become a member of the court’s bar when sponsored by a current member of the Southern District Court’s bar, rather than on a member’s motion. For court records, under 83-5, applicants must now complete the process and procedures in PACER for admission and electronic filing in the court.

Additional requirements were added under Local Rule 83-6, pro hac vice admission.

Specifically, an attorney seeking pro hac vice admission must complete the process and procedure in PACER, which includes requesting access to the courts ECF. In addition, upon completing the requirements, an attorney seeking pro hac vice admission must pay the applicable fee and file a motion in the relevant case that includes admission status, disciplinary history and certification as to standards of conduct.

A motion requesting pro hac vice admission may be filed by the attorney seeking admission. After completing the PACER process, the motion must be filed in ECF within two business days.
