Criminal. Dismisses burglary, sexual battery and criminal confinement charges against Ricky Arion. COA rules the fact that the trial court never received a return of the arrest warrant did not absolve the trial court of following Arion’s motion for a speedy trial.

Adoption. Reverses and remands petition granting adoption to adoptive mother after the COA found there was no adoption agency involved and the adoptive mother did not complete a satisfactory background check. Also finds that a previous paternity case should have been combined with the adoption case.

Criminal. Affirms Tracy Hertel’s convictions for two counts of dealing in a schedule II controlled substance as Class B felonies, two counts of possession of two or more chemical reagents or precursors with the intent to manufacture as Class D felonies, possession of a schedule IV controlled substance as a Class D felony, possession of marijuana as a Class A misdemeanor, and possession of hashish as a Class A misdemeanor.
