Subscribe NowThe owner of an Indianapolis treatment center has been charged with in connection with $2.7 million in Medicaid fraud for allegedly falsifying documents that wrongly claimed a qualified physician was overseeing mental health treatment services at his business, TRUTH Treatment Centers Inc.
Kevin Calvert, 57, was charged with 43 counts of Medicaid fraud and an additional count of theft following an investigation by Indiana Attorney General Todd Rokita’s Medicaid Fraud Control Unit.
Calvert could not immediately be reached for comment. The Lawyer left a message for Calvert at a phone number associated with his name, but it was not returned. The Google listing for TRUTH Treatment Centers Inc. said the center is permanently closed. The phone number listed for the center is disconnected.
The state’s fraud unit was first alerted to the alleged crimes in January 2024, when the Family and Social Services Administration, which administers the Medicaid program in Indiana, reported fraudulent billing by TRUTH Treatment Centers Inc., which was located at 7150 Madison Ave.
State investigators say the treatment center was hiring recent graduates of its drug treatment program to provide counseling to patients, despite the graduates not having the required education or licensure to do so.
The state requires that treatment plans for mental health counseling be approved by certain kinds of professionals, including a licensed physician, a health service provider in psychology, a licensed clinical social worker or an advanced practice registered nurse.
These treatment plans must be signed by one of the approved practitioners and reviewed at least every 90 days in order to confirm a patients’ diagnosis and verify that they’re getting the proper treatment.
But according to the investigation, the person listed as the rendering provider on most of the center’s billing documents is a California anesthesiologist who told investigators that he never rendered any medical services for or held any role with TRUTH Treatment Centers.
According to the doctor, he at one point had discussed becoming an investor in the center but that never materialized. He told authorities he was surprised to learn that TRUTH Treatment Center billings were listed under his name.
The charges against Calvert include 28 level 5 felony counts, which each carry a potential penalty of one to six years in prison, and 15 level 6 felony counts, which are punishable by up to 2.5 years in prison.
His initial court hearing is scheduled for Wednesday.
