Indiana University added as defendant in $2 billion lawsuit over Puerto Rican development project

Also finds the PCR court erred in determining that Silvers’ claims are barred by laches, but it did not err in denying Silvers’ PCR petition because Silvers’ did not meet his burden of showing he received ineffective assistance of trial counsel.
