          	Civil plenary. Affirms suspension of Thomas’ driving privileges for 10 years due to qualifying as a habitual traffic violator. The BMV timely notified Thomas that he qualified as a habitual traffic violator and the doctrine of laches is not applicable to the instant matter.
          	The Board of Commissioners of Delaware County a/k/a Delaware County Commissioners v. Beverly J. Evans

          	Civil plenary. Reverses denial of the board of commissioner’s motion to dismiss the complaint for breach of contract filed by Evans. Evans’ contract is void as against public policy and her complaint therefore fails to state an actionable claim. Remands with instructions to dismiss Evans’ complaint. Chief Judge Robb dissents.
