4 more juveniles, 3 adults arrested in connection with Fourth of July disturbances in downtown Indy

Four more juveniles and three adults have been arrested in connection with disturbances in downtown Indianapolis over the Fourth of July weekend.

These charges are not directly related to the mass shooting that killed two teens and injured five other people downtown on the morning of July 5, the Marion County Prosecutor’s Office said.

Charges have been filed against two 14-year-olds, a 16-year-old, and a 17-year-old. One 14-year-old was charged with auto theft and faces charges of gun possession and resisting arrest. The other 14-year-old has been charged with escape and faces additional charges for resisting arrest.

The 16-year-old was charged with criminal recklessness and another charge related to allegedly shooting a firework in the direction of others. The 17-year-old is facing misdemeanor charges for his alleged conduct.

In addition, Mikelle Martin, 18, has been charged with criminal recklessness, battery on a public safety official, and resisting law enforcement for allegedly shooting fireworks at people while downtown before he resisted law enforcement.

Khalid-Ali Davis, 21, has been charged with battery resulting in bodily injury and criminal recklessness for allegedly shooting a Roman Candle in the direction of police officers at the scene.

Drake Hughes, 18, has been charged with criminal recklessness for allegedly shooting mortar fireworks near people around Monument Circle.

In total, seven juveniles and four adults have been arrested in connection with the disturbances during the Fourth of July weekend.

On July 7, the prosecutor’s office announced that they had charged a 13-year-old, a 15-year-old, a 16-year-old, and Vincent Lanking, 17, on several offenses including dangerous possession of a firearm. In addition to his charges, the prosecutor’s office has pursued a stay-away order against Lanking, which would require him to stay five blocks away from Monument Circle.

“The allegations outlined in these probable cause affidavits— a 14-year-old in possession of a firearm and the firing of fireworks at police and residents— are categorically unacceptable and will not be tolerated,” said Marion County Prosecutor Ryan Mears.

Shortly after the disturbances downtown, a proposal was introduced to the City-County Council to change curfew times for teenagers in downtown.

The public will be able to comment on the curfew proposal when its introduced by the Public Safety and Criminal Justice Committee at a meeting Wednesday night at 5:30 p.m.
